WARNING: Following these directions would leave you with something that is not only hideously dangerous in untrained hands, but possibly illegal to operate without a license. Also, the fellow makes what I feel are one or two serious design mistakes, mainly hooking the LED directly to power without any limiting or ballast type of deal going on. Way to shorten the lifespan of something you cracked open a DVD burner to obtain!
Still, this can be a very interesting starting point for a more refined project.
